ప్రభుత్వం మరో భారీ కార్యక్రమానికి శ్రీకారం చుట్టింది. అంతర్జాతీయంగా ప్రస్దిద్ధి చెందిన సుప్రసిద్ధ ఎడ్యుకేషనల్ టెక్ కంపెనీ ‘బైజూస్’తో ఒప్పందం కుదుర్చుకుంది. సీఎం సమక్షంలో కమిషనర్ ఆఫ్ ఎడ్యుకేషన్ ఎస్.సురేష్కుమార్, బైజూస్ వైస్ ప్రెసిడెంట్, పబ్లిక్పాలసీ హెడ్ సుస్మిత్ సర్కార్ సంతకాలు చేశారు. వర్చువల్ పద్ధతిలో ‘బైజూస్’ వ్యవస్థాపకుడు, సీఈఓ రవీంద్రన్ అమెరికా నుంచి పాల్గొన్నారు.</p><p>రాష్ట్రంలో విద్యార్థులకు మరింత నాణ్యమైన విద్య అందించడంపై ముఖ్యమంత్రి వైఎస్ జగన్ ప్రత్యేక దృష్టిపెట్టారు. దావోస్లో జరిగిన వరల్డ్ ఎకనామిక్ ఫోరం సందర్భంగా వివిధ యూనికార్న్ కంపెనీల వ్యవస్థాపకులు, సీఈఓలు, కీలక ప్రపంచ ప్రఖ్యాతి గాంచిన వైద్యశాస్త్రవేత్త అయిన విలియం హార్వే ఏప్రిల్ 1,1578న ఇంగ్లాండులో జన్మించాడు. గుండె పనిచేసే తీరును, శరీరంలో రక్తప్రసరణ జరిగే పద్ధతిని శతాబ్దాల క్రితమే వివరించి వైద్యులకు మార్గదర్శకుడయ్యాడు. అప్పటి ఇంగ్లాండు రాజు మొదటి చార్లెస్ ఆస్థాన వైద్యుడిగానూ హార్వే పనిచేశాడు. ఉన్నత కుటుబంలో జన్మించిననూ ఎలాంటి విలాసాల జోలికి వెళ్ళకుండా గుండెకు సంబంధించిన పరిశోధనలో నిమగ్నుడై వైద్యరంగంలో చిరస్మరణీయుడైన హార్వే జూన్ 3, 1657న మరణించాడు.<br />

బాల్యం, అభ్యసనం:<br />
విలియం హార్వే ఇంగ్లండులోని ఫోక్స్టోన్లో 1578 ఏప్రిల్ 1న సంపన్నుడైన పట్టణ మేయరుకు పదిమంది సంతానంలో ఒకడిగా పుట్టాడు. కేంబ్రిడ్జిలో పట్టభద్రుడయ్యాడు. ఆపై వైద్య విద్య కోసం ఇటలీలోని వెళ్ళి అక్కడ హరోనిమస్ ఫాబ్రీసియస్ అనే ప్రముఖ వైద్య శాస్త్రజ్ఞుని వద్ద శిష్యునిగా చేరాడు. 1602 లో వైద్య శాస్త్రంలో పట్టాను మరియు యోగ్యతా పత్రాన్ని పొందగలిగాడు. అక్కడి నుంచి లండన్ తిరిగి వచ్చాక ఇంగ్లాండు రాజు మొదటి ఛార్లెస్ కొలువులో ఆస్థాన వైద్యుడిగా నియమితుడయ్యాడు. 1615 లో రాయల్ కాలేజ్ ఆఫ్ ఫిజీషియన్స్ లో లెక్చరర్ గా నియమింప బడ్డాడు.<br />

పరిశోధనలు:<br />
చేపలు, కప్పలు,కోళ్ళ పిండాలను జాగ్రత్తగా పరిశీలిస్తూ వాటి రక్త ప్రసరణ గురించి ఎంతో క్షుణ్ణంగా అధ్యయనం చేశాడు. గుండె ముడుచు కోవటం వల్ల రక్తం ధమనుల ద్వారా రక్త నాళాలకు వెళుతుందని తెలుసుకున్నాడు. నాడి కొట్టుకోవడం అంటే గుండె కొట్తుకోవడమే అని రుజువు చేశాడు. మనిషి గుండెలో నాలుగు గదులు ఉంటాయని తెలుసుకున్నాడు. చనిపోయిన ఖైదీల శరీరాలను అడుగడుగునా పరిశీలించడం ద్వారా గుండె ఒక పంపులాగా పనిచేస్తుందని, శరీరంలో సిరలు, ధమనుల ద్వారా రక్తం వలయాకారంలో ప్రవహిస్తుందని తెలుసుకున్నాడు. మనిషి గుండె నిమిషానికి ఎన్ని సార్లు కొట్టుకుంటుందో, ఎంత రక్తాన్ని పంప్ చేస్తుందో చెప్పగలిగాడు. తన పరిశీలనలతో రెండు అమూల్యమైన గ్రంథాలను వెలువరించాడు.<br />

గ్రంథాలు:<br />
క్రీ.శ 1628 లో హార్వే ప్రచురించిన అనటామికల్ ఎక్సర్ సైజ్ ఆన్ ది మోషన్ ఆఫ్ ది హార్ట్ అండ్ బ్లడ్ అనే పుస్తకం వైద్య శాస్త్ర చరిత్రలో అపూర్వమైనది. పరిశోధనల ద్వారా వచ్చిన ఫలితాలను మళ్ళీ పరిశోధనల ద్వారానే రూఢి పరచాలనే శాస్త్రవాది హార్వే. ఈ పుస్తకం ప్రచురించిన మూడు సంవత్సరాల తరువాత హార్వే మొదటి చార్లెస్ మహారాజుకు రాజ వైద్యునిగా నియమించబడ్డాడు. కానీ రాజకీయ విపరిణామాల కారణంగా హార్వే లండన్ విడిచి పెట్టవలసి వచ్చింది. అప్పుడే కొంతమంది దుండగులు హార్వే ఇంటిలో లేని సమయం చూచి ఆయన నాలుగు దశాబ్దాలుగా సేకరించిన దాచుకున్న అమూల్యమైన విజ్ఞాన సంపద నంతా నాశనం చేశారు. అయినా హార్వే బాధ పడలేదు. నిరాశతో క్రుంగిపోలేదు. ప్రత్యుత్పత్తి, పిండాభివృద్ధి అంశాల మీద జీవితమంతా పరిశోధించాడు. 1651 లో "ఎక్సర్ సైజస్ ఆన్ ది జనరేషన్ ఆఫ్ ఆనిమల్స్" అనే పుస్తకాన్ని ప్రచురించాడు. ఈ పుస్తకం ప్రతులు అతి త్వరితగతిలో అమ్ముడైపోయి కొత్త చరిత్రను సృష్టించాయి.</div>

Please refer to the GO cited wherein Government have constituted the 11th Pay Revision Commission. The terms of reference of the Pay Revision Commission include evolving a new pay structure for various categories of employees of State Government, Local Bodies, Aided Institutions including Non-Teaching staff of Universities etc. and an appropriate pension structure for the pensioners. For this purpose the Pay Revision Commissioner requires information on various aspects of working of the departments/ organisations/ institutions/ services<br />
I request you to furnish the following information to the PRC latest by 16.08.2018:<br />
i) Brief write-up on the Department delineating the following:<br />
(a) Organizational chart<br />
(b) Major functions/ activities of the department<br />
(c) Administrative jurisdiction of various officers working in the department<br />
<br />
(d) Copies of updated service rules Information sought for in the following Pro forma I to IV<br />
<br />
(a) Pro forma-I is designed to elicit information regarding the pay scales assigned by the successive revisions from 1993 onwards. Information is to be furnished for each category of post. Please indicate grades, as specified in Schedule-I of the G.Os revising the Pay Scales of State Government employees. Similarly, the pay scales assigned by the successive Pay Revision Commissions have to be indicated. If the scales were again revised subsequently, either as a result of recommendations of follow-up Anomalies Committees or any subsequent order of the Government, such revised scale may please be indicated. The Proforma also seeks to elicit information regarding Special ays/Special Allowances if any attached to the posts. If more than one special Pay or Special Allowance is attached such information has to be brought out separately, as indicated in the guidelines under Proforma-I.<br />
(b) Pro forma-II is designed to seek information about Service Rules governing the posts such as methods and qualifications of appointment, number of employees who have put in the service equired for grant of Automatic Advancement Scales etc.<br />
(c) Pro forma-III is designed to elicit information about the number of posts sanctioned and filled up and also retirements during the last three years and expected retirements in the coming five years.<br />
(e) Pro forma-IV relates to information pertaining to work charged/full time contingent, daily wage/NMR and part time contingent employees etc.<br />

<b>ORDER:</b><br />
In the reference 1st read above, orders were issued declaring the bonus for the triennium from 01-04-2008 to 31-03-2011.<br />
2. In the reference 2nd read above, the Director of Insurance in his letter has proposed for declaration of bonus for the triennium from 1.4.2011 to 1.6.2014 based on the report of the Actuary.<br />
3. After considering the report of the Actuary, and the recommendations of the Director of Insurance, on the results of Valuation of Andhra Pradesh Government Life Insurance Fund for the period from 1.4.2011 to 1.6.2014, Government hereby permit the Director of Insurance to declare the following bonus.<br />
a. A simple reversionary Bonus of Rs. 100/- per thousand sum assured per annum be allotted for each full month, during which the policies were in force between 01.04.2011 to 1.6.2014, in respect of policies which were in force on 1.6.2014. However, such of these policies which resulted into claim by death or maturity on or after the declaration of previous valuation results (for the triennium 01.04.2008 to 31.03.2011) and before the present valuation results are declared, are not allowed any bonus now as they were settled on the basis of interim bonus at the rates recommended in the previous valuation report.<br />
b. In respect of policies which become claims by death or maturity on or after the date of declaration of present valuation results and before the next valuation results are declared, interim bonus be allotted for each full month for which such policy is in force during the period from 02.06.2014 to the date of death or end of the policy as the case may be, at the rate of Rs. 100/- per thousand sum assured per annum. In respect of policies surrendered during the above period, interim bonus is paid provided the policy is in force on the next valuation date also i.e., interim bonus is not paid for the broken period of a valuation triennium.<br />

4. The above bonus rates shall be applicable to the claims arisen on or after the date of issue of this order.<br />
5. The Director of Insurance, A.P., Ibrahimpatnam shall take necessary action in the matter accordingly.<br />

<li>All the Dy.E.O s, MEOs & All school complex chairman’s are requested to monitor schools under your control update & New entry of all children in “student information system” (cse.ap.gov.in) all management schools & including all private schools. </li>
<li>All HMs, MIS, Da.E.O& CRPs are instructed to update & upload of all the children in time “student information system” activities within stipulated time given by state office i.e: last date 21.7.2018.</li>
<li>All HMs & CRPs are try to enrol all aganwadi children in Govt schools & 100% children are to be enrolled in schools in your catchment area. </li>
<li>All the HMs & CRPs are to verify theeach child with attendance register &child info data and all the children are uploaded in “student information system”and find their correct information & intimation to concerned MRC. And try to enrol 100% Out of school children "NIL" area in your catchment area.</li>
<li>All the HMs are requested to educate all the parents to join their children in Govt. Schools.</li>
<li>All the HMs are requested to compare the enrolment 2017-18 & 2018-19 and inform to district office with specific remarks any abnormal deviations in enrolment gap in your school catchment area. CONSIDERATIONS TO GUIDE THE SELECTION OF TEACHERS AT VARIOUS LEVELS:<br />
Teachers will be evaluated based on the evaluation matrix given at Annexure-I. Evaluation matrix contains two types of criteria for evaluation:<br />

Objective criteria: Under this the teachers will be awarded marks against each of the objective criteria. These criteria are given the weightage of 20 out of 100.<br />
<br />
Criteria based on performance: Under this, teachers will be awarded marks on criteria based on performance e.g. initiatives to improve learning outcomes, innovative experiments undertaken, organization of extra and co-curricular activities, use of Teaching Learning Material, social mobility, ensuring experiential learning, unique ways to ensure physical education to students etc. These criteria are given the weightage of 80 out of 100.<br />

The attention of the Regional Joint Directors of School Education and the District Educational Officers in the State is invited to the references read above and they are informed that there are certain UP /High schools with surplus subject Teachers and some of the Schools are not having at least one subject Teacher to teach the relevant subject. There is •a dire need to place surplus subject teachers in the needy UP /High Schools so as to improve learning outcomes.<br />
All the District Educational Officers in the state are informed that, ensuring subject teachers in all secondary schools is an expected benchmark under MHRD and NITI Ayog education indicators. AP state ranking will be affected if this is not ensured. Hence District Educotlonol Officers should make all efforts to ensure the same and include in data in UDISE 2018-19.<br />

<b>In view of the above, all the District Educational Officers in the State are instructed to identify the Schools without atleast one subject Teacher and UP /High Schools having surplus subject teachers. Further, they are requested to take up the following steps to ensure positioning of at least one subject teachers into the needy High Schools/UP Schools.</b><br />
<b><br /></b>
<br />
<ol style="text-align: left;">
<li><b>In the first instance surplus subject teachers should be adjusted in the needy High schools.</b></li>
<li><b>In the second instance, if any of DEO Pool teacher including PET already working in a particular school where there is no need as per norms, he/she may be withdrawn and adjusted in needy High Schools.</b></li>
<li><b>In the third instance, utilize the services of subject teachers working in UP Schools where there is no optimum strength in the classes of VI and VII. They should be deputed on work cdiustrnent in the needy High Schools.</b></li>
<li><b>In the fourth instance, utilize the services of surplus Secondary Grade Teachers having requisite qualifications in that particular subject for placing on work adjustment in needy High School .</b></li>
<li><b>All the needy vacancies are to be filled with surplus teachers within the Manda! or neighbouring Mandals or within the division. In exceptional cases, if any of the above possibilities are not ovoiloblewithin the division, then subject teachers may be posted out of division in needy High schools.</b></li>
<li><b>Junior most teacher in the cadre should be deputed on work adjustment.If the Senior is willing to go, he/she has to be given preference.</b></li>
<li><b>The work adjustment exercise should be completed on or before 30-06-2018 without fail</b></li>
<li><b>Therefore, all the District Educational Officers are instructed to adhere to these instructions scrupulously. Further, they are requested to submit the particulars of working adjustment after completion of the process. They shall not give any scope for any kind of delay in the process and any deviation in this aspect will be viewed seriously.</b></li>
<li><b>All the Regional Joint Directors of School Education are requested to monitor closely the above process with the District Educational Officers under their jurisdiction so that 100% subject Teachers are ensured in High Schools. Compliance report may be submitted by 05.7.2018 without fail.</b></li>

Government of India vide Office Memorandum 14020/1/90-Estt. (L) dated 6.4.1993, Department of Personnel & Training allowed encashment of Half Pay Leave at the credit of Government servants who retire on superannuation subject to the condition that pension and pension equivalent of other retirement benefits be deducted from the amount payable as cash equivalent. The State Government in pursuance of the recommendations of the High Power Committee extended the benefit of encashment of Half Pay Leave at the credit of State Government employee on retirement as applicable to Central Government employees.<br />

2. Based on the recommendations of 6th CPC, the Government of India issued revised orders changing the formula vide O.M.No.14028/3/2008‐ Estt. (L) dated: 25th September, 2008. The Ninth Pay Revision Commission recommended to adopt the same formula in the case of encashment of leave also subject to the condition that the total number of days of earned leave + leave on half pay put together should not exceed 300 days for encashment. Accordingly orders were issued in G.O.Ms.No154, Finance(F.R.I) Department, dated:04.05.2010.<br />
<br />
3. On the reference from the Director of School Education, a clarification was issued vide Memo No. 7380/PE. Ser I/2012 dated 10.12.2012 that orders issued in G.O.Ms.No.154, Finance(F.R.I) Department, dated 04.05.2010 are applicable to the Government employees and not applicable to the employees of the Panchayat Raj and Municipal institutions. It led to large number of teachers approaching to the Hon’ble APAT.<br />
<br />
4. The Tenth Pay Revision Commission recommended to extend the facility of encashment of Earned Leave, including the Half Pay Leave up to a maximum of 300 days to all the employees, teaching as well as non-teaching staff of aided institutions and local bodies i.e., Aided Junior Colleges/Degree Colleges/Oriental Colleges and also for teaching and non-teaching staff of Aided Schools and the employees of Panchayat Raj and Municipal institutions.<br />
<br />
5. The Hon’ble APAT allowed the OA No. 6775/2014 on 31.12.2015 with the following observations : "This Court had an occasion to deal with the issue whether the employees including teachers of the Panchayat Raj & Municipal Institutions , ZP and MP Institutions are Govt. Servants or not and it was held by this court in OA No.1668/2015 and batch dt:15.12.2015 that the employees including teachers of the Panchayat Raj & Municipal institutions are government servants. So, in view of the same, the said issue is held in favour of the applicant in the present case also and consequently the Impugned Govt. Memo No.7380/PE- Ser.I / 2012, dated 10-12-2012 Education (P.E.) Department is set aside and the respondents are directed to allow the applicant to encash the half pay leave in terms of G.O.Ms. No. 154 Finance (F.R.-I) Department, dated: 4-5-2010 with all consequential benefits”.<br />
<br />
6. Accordingly, orders were issued in the references second read above, extending the orders issued in the reference first read above to the teaching and non-teaching staff working in the Municipal, Panchayat Raj and Aided Institutions on par with the Government employees. In the reference third read above, the same facility was extended to the teaching and non-teaching staff of Aided Junior Colleges/Degree Colleges/Oriental Colleges and also for non-teaching staff of PR, Municipality and Aided Schools on par with the Government employees.<br />
<br />
7. Several court cases have been filed and they were allowed on the analogy of the above directions of the Hon’ble A.P. Administrative Tribunal. Several representations have been received and Hon’ble Members of A.P.Legislative Council particularly the teachers’ representatives raised the issue and requested the Government to implement the orders of Hon’ble APAT with retrospective effect i.e. from the date of issue of orders in the reference first cited.<br />

8. Government after careful examination of the matter and keeping in view that homogeneous group of employees cannot be discriminated, in suppression of the orders issued in GO third read above hereby order that the orders issued in the reference first read above be extended to the teaching and non-teaching staff working in the Aided Junior Colleges / Degree Colleges / Oriental Colleges and also for teaching and non-teaching staff working in PR, Municipality and Aided Schools with effect from 4.05.2010<br />

Education are aware that the permission for establishment of schools under<br />
private managements and their regulations are governed as per the rules<br />
issued in the G.Os l•t and 2nd read above.<br />
In the rules, it was made clear that all the educational institutions should necessarily have proper permission (recognition) from the competent authority. No educational society should be allowed to function without permission to start from the appropriate authority.<br />

<br />
Further, there is also an opportunity to make an application with penalty up to the end of April of the academic year, in which the educational society wishes to start a school.<br />
However, it is also noticed that several un-recognized educational institutions under private managements are mushrooming in certain areas of the state, pointing to the lack of proper surveillance. Such un-recognised schools are admitting children with connived propaganda. As per U-DISE<br />
2017 -18 around 309 un-recognized schools are functioning in the State and,<br />
on ground, the figure would be more. The list is attached herewith.<br />
<br />
The Right to Education Act-2009 too prohibits the existence of un• recognized schools. Keeping in view the welfare of the students, existence of such schools is a need to be curtailed instantaneously. Existence of such schools may, ostensibly, mar the academics of ignoramus students and educational system.<br />
<br />
<br />
In view of the above circumstances all the RJDSEs and the DEOs in the state are hereby instructed to ensure that:<br />
<br />
1. Suitable instructions are to be issued to the field officers i.e. the Deputy Educational Officer, Mandal Educational Officer etc., to identify the schools, functioning without proper permission/ recognition and obtain report by 08.06.2018.<br />
2. Issue show cause notices immediately from the field officers to the managements not to run the school without proper permission.<br />
3. If any institution fails to respond to the show cause notice, get such schools closed down forcibly with the help of the local police and impose penalty on those schools as per AP Education Rules.<br />
4. Make the list of Un-recognized schools of the District/ Manda! available with the Mandal Educational Officer/ Deputy Educational Officer so that the lists are accessible to the students/ parents.<br />
5. Give wide publicity using print, electronic, district website(s), and Social media to enlighten the parents not to join their children in any unrecognized school.<br />
6. The periodical inspections are done by the field officers properly and remedial steps should be taken at the appropriate time for closure of un- recognized schools. <br />
7. All the un-recognized shall be closed down.<br />
Further, The RJDSE/DEOs are requested to issue a press note to reach out to as many people as possible on both the issues enlightening public to bring the occurrences of such instances to their notice. Soon after receipt of information take immediate action to stop such instances and take appropriate action against such schools/managements as per RTE Act and AP Education<br />

They are further informed that in accordance with the Right of Children to Free and Compulsory Education Act, 2009 the screening procedures/tests in terms of interviews/tests conducted for admission to any class from Pre-primary in any school under any management or any Syllabus (State syllabus/CBSE/ICSE/any other) shall be dispensed with. Any deviations in this regard are punishable under the Section 13(2)(b)of the RTEAct with fine, which may extend to Rs.25,000/• for the first contravention and Rs.50,000/- for each subsequent contravening admission.<br />
<br />
Besides, the Hon'ble High Court while dismissing the Writ Petition No.114/2011, filed by a private management for conducting talent test, advised the Department to initiate action prohibiting the school managements from conducting talent tests under any name.<br />
<br />
In view of the above circumstances all the RJDSEs and the DEOs in the State are hereby instructed that the private school managements does not conduct talent test of any kind - admission test/ screening test/ talent test and scholarship test or any test for getting admission in the schools.<br />

Whenever, such incidence comes to the notice of the RJD/DEO/ Dy.EO/MEO, immediately necessary action should be initiated against such erring managements as per AP Education Act. Such schools should be derecognized duly following the procedure.<br />

It is to inform that the Government of India has approved the 220 Urdu Primary schools into Upper primary schools with an additional budget Rs. 5349 lakhs for 660 additional class rooms and sanctioned 660 School Assistant posts in the reference 1St cited. The commissioner of School Education has up graded 220 Urdu primary schools into Upper primary schools in the reference 2nd cited. The State Project Director ,APSSA, has submitted a proposal to the Government to appoint 660 teachers in the Upgraded schools in the reference 3rd cited. Mean while the State Project Director had made an alternative arrangement to teach classes for these up graded schools, the State Project Director, APSSA, had given guidelines to the District Educational Officers and District Project Officers to engage the Academic Instructors in the Up graded Urdu schools to teach the classes till the appointment of permanent teachers in the schools as an alternative arrangement in the reference 4th cited. The up gradation orders and Academic Instructors engagement orders already reached to the M.E.Os in the month of January 2018. In view of this some of the parents have requested the authorities that they will admit their children in the beginning of academic year 2018-19. Hence some Urdu schools have upgraded and started 6th class, engaged A.I.s. and terminated after completion of the academic year 2017-18 in the month of April 2018.<br />

All the District Educational Officers and Project Officers in the state are directed to take necessary action to engage and payment of honorarium to the Academic Instructors in the following guidelines for the year 2018-19 and conduct the classes for the up graded upper primary Urdu medium schools. • The Academic Instructors who have been appointed in the year 2017-18 may be continued on the basis of their performance. + All 220 Upgraded Urdu medium schools have to open 6th and 7th classes and engage Academic Instructors as per the requirement/need immediately. • The Guidelines for engagement of Academic Instructors are same which have given been in the year 2017-18 in the reference eh cited. + The Academic Instructors engagement process has to be completed by 30th June 2018 and the A.l.s have to engage the classes from 1" July 2018 onwards. INSTRUCTIONS TO THE DISTRICT EDUCATIONAL OFFICERS:</h3>

1. To take necessary arrangements at the examination centres for providing all the amenities and requirements.<br />
2. To appoint Departmental Officer for each centre either Gr.II H.M or MEO.<br />
3. Deputy Educational Officers and DIET Principals may be appointed as flying squad members to supervise the examination centres during the examination time at the district level.<br />
4. The District Educational Officers of Kurnool, Chittoor and Ananthapuramu may be instructe to appoint MEO/H.M as departmental officer to the examination centres of Hyderabad, Chennai and Bangalore respectively.<br />
5. To appoint one Departmental Officer for every 300 candidates for each examination centre.<br />
6.A copy of the Scribes list Duplicate Hall ticket list and District wise, Centre-wise, Session wise Hall ticket sequence report is communicated to all the District Educational Officers in the State and they may be requested to appoint qualified/eligible scribes who are having Intermediate qualification to the Visually Challenged/Orthopedically Challenged (those who are not having both the hands) candidates for attending Teacher Eligibility Test as per norms.<br />
7. The 50 minutes additional time is applicable only for visually challenged those who have are availing scribes for attending TET Examination and there is no extra time for Orthopedically Challenged candidates.<br />
8.All the District Educational Officers in the state are requested to allow the PHC Candidates duly verifying the genuinity of the candidates physically those who are not included in the scribes list communicated by this office and allot scribes those who are approached to the respective District Educational Officer.<br />

The detailed Information Bulletin containing details of exam, syllabus, eligibility criteria, examination fee, examination cities and important dates will be available on CTET-2018 official website www.ctet.nic.in w.e.f. 12-6-2018 (Tuesday). The aspiring candidates are requested to download Information Bulletin from the above-mentioned website only & read the same carefully before apply.<br />

The aspiring candidates have to apply the online-only through CTET-18 website www.ctet.nic.in. The online application process will start from 22-6-2018 (Friday) onwards. The last date for submitting online application is 19-7-2018 (Thursday), and fee can be paid up to 21-07-2018 (Saturday) before 3.30.p.m.<br />

CTET Eligibility Criteria:-</h3>
Applicant needs to fulfill the below-mentioned requirements to appear for CTET-18. Please note that the CTET18 eligibility criteria depend purely on the Class for which candidate is applying for:<br />

(i) Primary Level:-<br />
Senior Secondary / its equivalent with at least 50%-marks and passed or appearing in final year of 2-year Diploma in Elementary Education OR Senior Secondary (or its equivalent) with at least 45 %-marks and passed or appearing in final year of 2-year Diploma in Elementary Education.<br />
<br />
OR Senior Secondary (or its equivalent) with at least 50% marks and passed or appearing in final year of 4-year Bachelor of Elementary Education (B.El.Ed)/ OR Senior Secondary or its equivalent with at least 50 %-marks and passed or appearing in final year of 2-year Diploma in Education OR Graduation and passed or appearing in final year of 2-year Diploma in Elementary Education.<br />

(ii) Upper Primary Level:<br />
Graduation & passed/appearing in final year of 2-year Diploma in Elementary Education / Graduation with at least 50%-marks and passed or appearing in 1 year Bachelor in Education (B.Ed) OR Graduation with at least 45%-marks & passed or appearing in 1 year Bachelor in Education (B.Ed).<br />

Structure and Content of CTET:-<br />
All questions in a CTET-18 test will be Multiple Choice Questions (MCQs), each carrying one mark, with four alternatives out of which one (1) answer will be correct. There will be no negative marking. There will be two papers of CTET-18.<br />

(i) Paper-1 will be for a person who intents to be a teacher for classes 1 to 5.<br />
(ii) Paper-2 will be for a person who intents to be a teacher for classes 6 to 8.<br />
<br />
Note: A person who intends to be a teacher for both levels (classes I to V and classes VI to VIII) will have to appear in both the papers (Paper I and Paper II).<br />

Paper I (for Classes I to V) Primary Stage:<br />
Duration of examination-Two-and-a-half hours Structure and Content (All Compulsory): (Appendix I).<br />

Qualifying Marks And Award Of CTET Certificate:</h3>
The candidates appearing in CTET will be issued Marks Statement. The Candidates securing 60% and above marks will be issued Eligibility Certificate.<br />
<br />
School Management (Government, Local bodies, Government aided and unaided) may consider giving concessions to the person belonging to SC/ST, OBC, differently abled persons, etc., by their extant reservation policy.<br />
Qualifying the CTET-18 would not confer a right on any person for recruitment/employment as it is only one (1) of the eligibility criteria for appointment.<br />
Validity Period of CTET Certificate:-<br />
The Validity Period of CTET18 qualifying certificates for appointment will be 7-years from the date of declaration of its result for all categories. There are no restrictions on a number of attempts a person can take for acquiring a CTET -18 Certificate. A person who has qualified CTET2018 may also appear again for improving his/her score.<br />
